Aelodau cyd-bwyllgorau

20.—(1) Yn ddarostyngedig i baragraffau (2) a (3) isod, rhaid i bob person a benodir i gyd-bwyllgor yn unol â rheoliad 19 uchod gan gorff perthnasol fod yn aelod o'r awdurdod lleol, ac ni fydd y gofynion ynghylch cydbwysedd gwleidyddol yn gymwys wrth benodi aelodau o'r fath.

(2) Os—

(a)oes gan y cyd-bwyllgor swyddogaethau mewn perthynas â rhan yn unig o ardal un o'r awdurdodau lleol o dan sylw;

(b)yw'r swyddogaethau hynny yn gyfrifoldeb i Fwrdd yr awdurdod hwnnw; ac

(c)nad yw poblogaeth y rhan honno, yn ôl amcangyfrif yr awdurdod, yn fwy na phymtheg y cant o gyfanswm poblogaeth ardal yr awdurdod fel y mae wedi'i amcangyfrif felly,

caiff cynrychiolwyr yr awdurdod hwnnw ar y cyd-bwyllgor gynnwys unrhyw aelodau o'r awdurdod hwnnw sydd wedi'u hethol dros adrannau neu wardiau etholiadol sy'n gyfan gwbl neu'n rhannol o fewn y rhan honno o ardal yr awdurdod, ac ni fydd y gofynion ynghylch cydbwysedd gwleidyddol yn gymwys wrth benodi'r aelodau hynny.

(4) Os oes gan y cyd-bwyllgor swyddogaethau mewn perthynas â rhan o ardal un o'r awdurdodau lleol o dan sylw a bod cynrychiolwyr yr awdurdod hwnnw ar y pwyllgor hwnnw yn cael eu penodi gan yr awdurdod, ni fydd y gofynion ynghylch cydbwysedd gwleidyddol yn gymwys wrth benodi'r cynrychiolwyr hynny ond rhaid i'r cynrychiolwyr hynny fod yn aelodau o'r awdurdod lleol hwnnw sydd wedi'u hethol dros adrannau neu wardiau etholiadol sy'n gyfan gwbl neu'n rhannol o fewn y rhan honno o ardal yr awdurdod.
