Cymeradwyo gwariant

6.—(1) Rhaid i gais am gymeradwyo gwariant mewn cysylltiad â gweithrediad gael ei wneud ar y ffurf ac ar yr adeg y bydd y Cynulliad Cenedlaethol yn gofyn amdanynt.

(2) Rhaid i gais gynnwys unrhyw wybodaeth arall y gall y Cynulliad Cenedlaethol ofyn amdani.

(3) Caiff y Cynulliad Cenedlaethol wrthod cymeradwyo gwariant mewn cysylltiad â gweithrediad, neu ei gymeradwyo yn gyfan gwbl neu'n rhannol, ond, wrth wneud y naill neu'r llall, rhaid iddo roi sylw i'r manteision a gâi cymeradwyaeth o'r fath ar gyfer mentrau bach a chanolig, a beth bynnag ni chaiff ei gymeradwyo oni bai ei fod wedi'i fodloni ei fod yn gymwys i gael cymorth Cymunedol a'i fod yn cyd-fynd â'r rhan berthnasol o'r CDGC a/neu'r DRS.

(4) Gall cymeradwyaeth gael ei rhoi o dan unrhyw amodau y gall y Cynulliad Cenedlaethol benderfynu arnynt.

(5) Caiff y Cynulliad Cenedlaethol amrywio unrhyw gymeradwyaeth o'r fath drwy amrywio unrhyw amod y mae'n ddarostyngedig iddo, neu drwy osod amodau.

(6) Cyn amrywio cymeradwyaeth o dan baragraff (5), rhaid i'r Cynulliad Cenedlaethol—

(a)rhoi hysbysiad ysgrifenedig i'r buddiolwr ei fod yn bwriadu gwneud hynny gyda datganiad o'i resymau;

(b)rhoi cyfle i'r buddiolwr gyflwyno sylwadau ysgrifenedig o fewn unrhyw amser y mae'r Cynulliad Cenedlaethol yn credu ei fod yn rhesymol; ac

(c)ystyried unrhyw sylwadau o'r fath.

(7) Rhaid i gymeradwyaeth neu amrywiad o dan y rheoliad hwn fod mewn ysgrifen.
