Mae Cynulliad Cenedlaethol Cymru a'r Gweinidog Amaethyddiaeth, Pysgodfeydd a Bwyd, drwy weithredu ar y cyd i arfer y pwerau a roddwyd iddynt gan adrannau 1, 7, 37, 87(2) a (5) ac 88(2) a (4) o Ddeddf Iechyd Anifeiliaid 1981(1) yn gwneud y Gorchymyn canlynol:

Mewn perthynas â Chymru, trosglwyddwyd pwerau Ysgrifennydd Gwladol Cymru i Gynulliad Cenedlaethol Cymru gan Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672). Trosglwyddwyd swyddogaeth Ysgrifennydd Gwladol yr Alban i'r Gweinidog Amaethyddiaeth, Pysgodfeydd a Bwyd gan Orchymyn Trosglwyddo Swyddogaethau (Amaethyddiaeth a Bwyd) 1999 (O.S. 1999/3141).
