Enw, cychwyn a chymhwyso
1.—(1) Enw'r Rheoliadau hyn yw Rheoliadau Grant Cynnal Refeniw (Cyrff Penodedig) (Diwygio) (Cymru) 2003 a deuant i rym ar 28 Mawrth 2003.
(2) Mae'r Rheoliadau hyn yn gymwys i Gymru yn unig.
Diwygio'r Rheoliadau
2. Mewn cysylltiad ag unrhyw flwyddyn ariannol sy'n dechrau ar 1 Ebrill 2003 neu wedi hynny, diwygir Rheoliad 3 o Reoliadau Grant Cynnal Refeniw (Cyrff Penodedig) (Cymru) 2000(3)—
(a)drwy hepgor paragraff (d); a
(b)drwy ychwanegu ar y diwedd—
“(j)Cydgysylltwyr Gwasanaethau Rheoliadol yr Awdurdodau Lleol”.

Mae adrannau 78 a 79 o Ddeddf Cyllid Llywodraeth Leol 1988 yn darparu bod grant cynnal refeniw yn daladwy i unrhyw gorff sy'n darparu gwasanaethau i awdurdodau lleol ac sy'n gorff a bennir gan yr Ysgrifennydd Gwladol mewn rheoliadau. Breiniwyd y pwerau hyn bellach yng Nghynulliad Cenedlaethol Cymru mewn perthynas â Chymru.
Mae'r Rheoliadau hyn yn diwygio Rheoliadau Grant Cynnal Refeniw (Cyrff Penodedig) (Cymru) 2000 drwy dynnu Corff Cydgysylltu yr Awdurdodau Lleol ar Fwyd a Safonau Masnach oddi ar y rhestr o gyrff penodedig a thrwy ychwanegu Cydgysylltwyr Gwasanaethau Rheoliadol yr Awdurdodau Lleol. Mae'r diwygiadau yn effeithiol ar gyfer y blynyddoedd ariannol sy'n dechrau ar 1 Ebrill 2003 neu wedi hynny.
