Mae'r Rheoliadau hyn yn diwygio Rheoliadau Addysg (Lleoedd a Gynorthwyir) (Mân Dreuliau) 1997 (“Rheoliadau 1997”) mewn perthynas â blwyddyn ysgol yn dechrau ar 1 Medi 2004 neu wedyn. Mae Rheoliadau 1997 yn darparu ar gyfer talu grantiau o ran mân dreuliau, ac ar gyfer gollwng mân dreuliau, mewn perthynas â disgyblion sy'n gymwys i barhau i gael lleoedd a gynorthwyir mewn ysgolion annibynnol yn rhinwedd adran 2 o Ddeddf Addysg (Ysgolion) 1997, er bod y cynllun cymorth lleoedd wedi'i ddileu gan adran 1 o'r Ddeddf honno.
Mae'r Rheoliadau hyn yn llacio'r prawf moddion ariannol (a nodir yn rheoliad 2 o Reoliadau 1997) ac yn cynyddu swm y grant sy'n daladwy ar gyfer grant gwisg ysgol o ran gwariant ar ddillad a dynnwyd mewn perthynas â'r flwyddyn ysgol 2004/2005 a'r blynyddoedd ysgol dilynol.
Mae'r Rheoliadau hyn hefyd yn llacio'r prawf moddion ariannol (a nodir yn rheoliad 4 o Reoliadau 1997) ar gyfer grantiau teithio ac yn cynyddu swm y grant a delir.
