Mae Cynulliad Cenedlaethol Cymru (“y Cynulliad Cenedlaethol), drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 68(1) a (2), 79C(2) a (3), 79M(1)(c) a 104(4) o Ddeddf Plant 1989(1), a pharagraff 4 o Atodlen 9A iddi, ac sydd bellach yn arferadwy gan y Cynulliad Cenedlaethol mewn perthynas â Chymru, drwy hyn yn gwneud y Rheoliadau canlynol(2):

Mae'r swyddogaethau hyn, i'r graddau y maent yn arferadwy mewn perthynas â Chymru, wedi'u trosglwyddo i Gynulliad Cenedlaethol Cymru gan erthygl 2(a) o Orchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999, O.S. 1999/672. Mewnosodwyd adran 79M ac Atodlen 9A yn y Ddeddf gan adran 79 o Ddeddf Safonau Gofal 2000 (p.14) ac Atodlen 3 iddi. Gweler adran 120(2) o Ddeddf Safonau Gofal 2000 ar gyfer cymhwysiad O.S. 1999/672 at y Ddeddf fel y'i diwygiwyd gan y Ddeddf honno. I gael ystyr “prescribed” gweler adran 105(1) o Ddeddf 1989 ac i gael ystyr “regulations” gweler adran 79B(7) o'r Ddeddf honno a fewnosodwyd gan adran 79 o Ddeddf Safonau Gofal 2000.
