Mae'r Rheoliadau hyn yn rhagnodi, mewn perthynas â Chymru, ffurf yr hysbysiadau sydd i'w cyflwyno o dan adrannau 130A, 130B a 130C o Ddeddf Priffyrdd 1980 (“y Ddeddf”). Mewnosodwyd yr adrannau hyn yn y Ddeddf gan adran 63 o Ddeddf Cefn Gwlad a Hawliau Tramwy 2000.
Mae'r darpariaethau newydd yn galluogi person, sy'n credu bod awdurdod priffyrdd lleol yn methu â chyflawni ei ddyletswydd i atal hawl dramwy rhag cael ei rhwystro, i ofyn i'r awdurdod sicrhau bod y rhwystr yn cael ei godi.
Mae'n ofynnol cyflwyno hysbysiadau ar y ffurf a ragnodir gan y Rheoliadau hyn (neu ar ffurf y mae ei heffaith yn sylweddol debyg iddi) pan gaiff y darpariaethau newydd eu harfer.
