Gorfodi
4.—(1) Ac eithrio fel y darperir ar ei gyfer ym mharagraff (2), rhaid i'r Cynulliad orfodi a gweithredu darpariaethau'r Rheoliadau hyn a'r darpariaethau Cymunedol penodedig.
(2) Caiff y Cynulliad gyfarwyddo, o ran achosion o ddisgrifiad penodol neu o ran unrhyw achos penodol, fod dyletswydd i orfodi sy'n cael ei gosod gan y rheoliad hwn i'w chyflawni—
(a)gan bob awdurdod lleol o fewn ei ardal, ac nid gan y Cynulliad; neu
(b)gan bob awdurdod lleol o fewn ei ardal, a chan y Cynulliad yn gweithredu ar y cyd.
