Mae Cynulliad Cenedlaethol Cymru yn gwneud y Gorchymyn canlynol drwy arfer y pwerau a roddwyd gan adrannau 21(6), 60 a 62 o Ddeddf y Gwasanaethau Tân ac Achub 2004(1) ac ar ôl ymgynghori ag unrhyw bersonau eraill y mae'n barnu eu bod yn briodol yn unol ag adran 21(5) o'r Ddeddf honno:
Enwi, dod i rym a chymhwyso
1.—(1) Enw'r Gorchymyn hwn yw Gorchymyn y Gwasanaethau Tân ac Achub (Fframwaith Cenedlaethol) (Cymru) 2005 a daw i rym ar 17 Mawrth 2005.
(2) Mae'r Gorchymyn hwn yn gymwys o ran Cymru.
Y Fframwaith Cenedlaethol
2. At ddibenion adran 21(6) o Ddeddf y Gwasanaethau Tân ac Achub 2004, bydd y Fframwaith Tân ac Achub a baratowyd gan Gynulliad Cenedlaethol Cymru sy'n dwyn yr enw “Y Fframwaith Cenedlaethol ar gyfer y Gwasanaeth Tân ac Achub (Cymru) 2005” a gyhoeddwyd gan Gynulliad Cenedlaethol Cymru ym mis Mawrth 2005 yn cael effaith.
Llofnodwyd ar ran Cynulliad Cenedlaethol Cymru o dan adran 66(1) o Ddeddf Llywodraeth Cymru 1998(2).

Mae adran 21 o Ddeddf y Gwasanaethau Tân ac Achub 2004 yn ei gwneud yn ofynnol i Gynulliad Cenedlaethol Cymru baratoi Fframwaith Cenedlaethol Tân ac Achub, y mae'n rhaid iddo osod blaenoriaethau ac amcanion i awdurdodau tân ac achub a chaiff ddarparu canllawiau. Rhaid i'r awdurdodau tân ac achub roi sylw i'r Fframwaith wrth gyflawni eu swyddogaethau. Mae adran 21(6) o'r Ddeddf yn darparu bod y Fframwaith yn effeithiol ond yn unig pan roddir effaith iddo gan y Cynulliad drwy orchymyn. Mae erthygl 2 o'r Gorchymyn hwn yn rhoi effaith i Fframwaith Cenedlaethol ar gyfer y Gwasanaeth Tân ac Achub (Cymru) 2005. Gellir cael copïau o'r Fframwaith oddi wrth yr Adran Cyfiawnder Cymdeithasol ac Adfywio, Cynulliad Cenedlaethol Cymru, Parc Cathays, Caerdydd.
