The Welsh Ministers, in exercise of the powers conferred on the National Assembly for Wales by sections 132, 134, 135, 145(1) and (2) and 210(7) of the Education Act 2002 and now vested in them and in exercise of the powers conferred on the Secretary of State by sections 19 and 42(6) and (7) of the Teaching and Higher Education Act 1998 and now vested in them make the following Order:
