Yn dod i rym yn unol â rheoliad 1(2)
Mae Gweinidogion Cymru, a hwythau wedi ymgynghori, yn unol ag adran 152(6), â'r cynrychiolwyr llywodraeth leol hynny y maent o'r farn eu bod yn briodol, yn gwneud y Rheoliadau a ganlyn drwy arfer y pwerau a roddwyd i'r Ysgrifennydd Gwladol gan adrannau 150 a 152 o Ddeddf Llywodraeth Leol a Thai 1989(1) ac sydd bellach wedi eu breinio ynddynt hwy(2):
Yn unol ag adran 150(6) o'r Ddeddf honno(3), cafodd drafft o'r offeryn hwn ei osod gerbron Cynulliad Cenedlaethol Cymru a'i gymeradwyo ganddo.

Trosglwyddwyd swyddogaethau'r Ysgrifennydd Gwladol o dan adrannau 150 a 152 o Ddeddf Llywodraeth Leol a Thai 1989 mewn cysylltiad â Chymru i Gynulliad Cenedlaethol Cymru yn rhinwedd Gorchymyn Cynulliad Cenedlaethol Cymru (Trosglwyddo Swyddogaethau) 1999 (O.S. 1999/672: Erthygl 2, Atodlen 1). Breiniwyd swyddogaethau Cynulliad Cenedlaethol Cymru yng Ngweinidogion Cymru yn rhinwedd adran 162 o Ddeddf Llywodraeth Cymru 2006 (p.32) a pharagraffau 30 a 32 o Atodlen 11 iddi.

Mae adran 150(6) o Ddeddf 1989 yn ei gwneud yn ofynnol i ddrafft o'r Rheoliadau gael ei osod gerbron y Senedd a'i gymeradwyo ganddi. Mewn cysylltiad â Chymru, cafodd Cynulliad Cenedlaethol Cymru ei roi yn lle'r Senedd yn y gofyniad hwn. Gweler adran 162 o Ddeddf Llywodraeth Cymru 2006 (p.32) a pharagraff 34 o Atodlen 11 iddi.
