Mae'r pŵer i wneud rheoliadau ynghylch defnyddio ffyrdd arbennig o dan adran 17(2) a (3) o Ddeddf Rheoleiddio Traffig Ffyrdd 1984 (ac eithro ynghylch ffyrdd arbennig yn gyffredinol) yn gorwedd gyda Gweinidogion Cymru i'r graddau y maent yn arferadwy o ran Cymru.
Mae Gweinidogion Cymru, wrth arfer y pŵer uchod, yn gwneud y Rheoliadau hyn sy'n gosod terfyn cyflymder eithaf o 50 milltir yr awr (yn lle'r terfyn cyflymder cyffredinol o 70 milltir yr awr a osodir ar draffyrdd gan Reoliadau Traffig Traffyrdd (Terfyn Cyflymder) 1974 (O.S.1974/502)) ar y darn o draffordd yr M4 a bennir yn y Rheoliadau.
Ni luniwyd asesiad effaith rheoleiddiol llawn ar gyfer yr offeryn hwn gan mai am resymau diogelwch ar y briffordd y'i gwnaed ac ni fydd yn cael unrhyw effaith ar gostau busnes.
