Mae'r Rheoliadau hyn, sy'n ymwneud â charcasau anifeiliaid buchol llawn-dwf a moch, yn gymwys o ran Cymru. Maent yn dirymu ac yn ail-wneud, mewn perthynas â Chymru, ddarpariaethau Rheoliadau Carcasau Eidion (Dosbarthu) 1991 (O.S. 1991/2242) a Rheoliadau (Graddio) Carcasau Moch 1994 (O.S. 1994/2155). Mae'r Rheoliadau hyn yn gorfodi Erthygl 42 o Reoliad y Cyngor (EC) Rhif 1234/2007 (OJ Rhif L 299, 16.11.2007, t.1), ac Atodiad V i'r Rheoliad hwnnw, sy'n ymwneud â graddfeydd yr UE (Undeb Ewropeaidd) ar gyfer dosbarthu carcasau, a Rheoliad y Comisiwn (EC) Rhif 1249/2008 (OJ Rhif L 337, 16.12.2008, t.3), sy'n pennu manylion pellach ynglŷn â gweithredu'r graddfeydd hynny ar gyfer dosbarthu carcasau.
Mae'r Rheoliadau hyn yn darparu ar gyfer gwneud hysbysiadau i Weinidogion Cymru, gan weithredwyr lladd-dai sy'n cigydda anifeiliaid buchol llawn-dwf neu foch (rheoliad 5).
Mae'r Rheoliadau hyn yn cynnwys darpariaethau ynghylch dal trwyddedau, gan bersonau sy'n dosbarthu carcasau buchol neu ar gyfer dosbarthu carcasau o'r fath gan ddefnyddio offer graddio awtomatig (rheoliadau 9 i 11).
Mae'r Rheoliadau hyn yn gwneud yn ofynnol bod cofnodion penodol yn cael eu cadw (rheoliadau 12 ac 16 ac Atodlenni 3 a 4).
Mae Rhan 5 o'r Rheoliadau hyn yn ymwneud â gorfodi, ac yn gwneud darpariaeth ynglŷn â phwerau swyddogion awdurdodedig, hysbysiadau gorfodi, hysbysiadau cosb ac achosion troseddol. Mae rheoliadau 19(3) a 25 i 30 yn nodi'r tramgwyddau o dan y Rheoliadau; yn dilyn collfarn ddiannod, mae pob un o'r tramgwyddau, ac eithrio tramgwyddau o dan reoliad 29(2) (cofnodion a marciau ffug), yn dwyn cosb o ddirwy na fydd yn fwy na lefel 5 ar y raddfa safonol.
Yn benodol, mae rheoliadau 25 a 26 yn darparu bod torri darpariaethau penodedig o'r ddeddfwriaeth UE (a nodir yn Atodlenni 1 a 2) yn dramgwydd.
