Mae Gweinidogion Cymru, sef yr awdurdod trwyddedu priodol o dan adran 113(4)(b) o Ddeddf y Môr a Mynediad i'r Arfordir 2009(1), yn gwneud y Gorchymyn canlynol drwy arfer y pwerau a roddwyd gan adrannau 74(1), (2) a (3) a 316(1) o'r Ddeddf honno, a chan adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2).
Mae Gweinidogion Cymru wedi eu dynodi at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972 mewn perthynas ag atal, lleihau a rheoli gwastraff(3).
Wrth benderfynu gwneud y Gorchymyn hwn, mae Gweinidogion Cymru wedi rhoi sylw i'r materion a grybwyllir yn adran 74(4) o Ddeddf y Môr a Mynediad i'r Arfordir 2009.
Mae Gweinidogion Cymru wedi cynnal ymgynghoriad yn unol ag adran 74(5) o'r Ddeddf honno.
