Mae’r Gorchymyn hwn yn dynodi’r ardal a ddisgrifir yn yr Atodlen yn ardal gorfodi sifil ac yn ardal gorfodi arbennig at ddibenion Rhan 6 o Ddeddf Rheoli Traffig 2004. Effaith ymarferol y Gorchymyn yw galluogi Cyngor Sir y Fflint i orfodi’r gyfraith ar dramgwyddau parcio o fewn yr ardal a ddisgrifir yn yr Atodlen i’r Gorchymyn drwy gyfundrefn cyfraith sifil, mewn cyferbyniad â gorfodi’r gyfraith gan yr heddlu neu wardeiniaid traffig yng nghyd-destun cyfraith trosedd.
Mae erthygl 3 o’r Gorchymyn hwn yn dirymu ac yn disodli O.S. 2013/1747 (Cy.173) o ganlyniad i ddiffyg yn y Gorchymyn hwnnw.
