Mae Gweinidogion Cymru wedi eu dynodi at ddibenion gwneud rheoliadau o dan adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(1) (“Deddf 1972”) mewn perthynas â pholisi amaethyddol cyffredin yr Undeb Ewropeaidd(2), ac y maent yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddir gan yr adran honno.
Mae’r Rheoliadau hyn yn gwneud darpariaeth ar gyfer diben a grybwyllir yn adran 2(2) o Ddeddf 1972 ac mae’n ymddangos i Weinidogion Cymru ei bod yn hwylus dehongli cyfeiriadau yn y Rheoliadau hyn at Reoliad Senedd Ewrop a’r Cyngor a fabwysiadwyd ar 16 Rhagfyr 2013 sy’n sefydlu trefniant cyffredin ar gyfer y marchnadoedd mewn cynhyrchion amaethyddol ac yn diddymu Rheoliadau’r Cyngor (EEC) Rhif 922/72, (EEC) Rhif 234/79, (EC) Rhif 1037/2001 ac (EC) Rhif 1234/2007, fel cyfeiriadau at y Rheoliad hwnnw fel y’i diwygir o bryd i’w gilydd(3).
