Dynodir Gweinidogion Cymru mewn perthynas â mesurau sy’n ymwneud ag adnoddau dŵr(1) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(2).
Mae Gweinidogion Cymru yn gwneud y Rheoliadau a ganlyn drwy arfer y pwerau a roddwyd gan yr adran honno o’r Ddeddf honno.
Mae Gweinidogion Cymru wedi dewis ymgynghori mewn perthynas â rheoliad 6 o Reoliadau Dyfroedd Ymdrochi 2013 (“y Rheoliadau”) (3).
Enwi, cychwyn a rhychwantu
1.—(1) Enw’r Rheoliadau hyn yw Rheoliadau Dyfroedd Ymdrochi (Diwygio) (Cymru) 2014.
(2) Daw’r Rheoliadau hyn i rym ar 15 Mai 2014.
(3) Mae’r Rheoliadau hyn yn gymwys o ran Cymru.
Amrywio Rhan 2 o Atodlen 2 i Reoliadau Dyfroedd Ymdrochi 2013
2.—(1) Mae’r Rheoliadau wedi eu diwygio fel a ganlyn.
(2) Yn Rhan 2 o Atodlen 2 (dŵr wyneb yng Nghymru)—
(a)ar ôl “Llanrhystud”, mewnosoder “Llyn Padarn”; a
(b)ar ôl “Rhyl”, mewnosoder “Rhyl East”.

NODYN ESBONIADOL
(Nid yw’r nodyn hwn yn rhan o’r Rheoliadau)
Mae’r Rheoliadau hyn, sy’n gymwys mewn perthynas â Chymru, yn amrywio Rhan 2 o Atodlen 2 (dŵr wyneb yng Nghymru) i Reoliadau Dyfroedd Ymdrochi 2013 (“y Rheoliadau”), sy’n rhestru’r dyfroedd a nodwyd gan Weinidogion Cymru fel dyfroedd ymdrochi yng Nghymru.
Mae rheoliad 2 o’r Rheoliadau hyn yn ychwanegu Llyn Padarn a Dwyrain y Rhyl at y rhestr o ddyfroedd ymdrochi a nodwyd yn y Rheoliadau.
Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas â’r Rheoliadau hyn. Nid oes unrhyw Asesiad Effaith Rheoleiddiol wedi ei baratoi ar gyfer y rheoliadau diwygiedig hyn gan nad oes unrhyw newid i bolisïau, nac unrhyw effaith ar fusnesau neu’r sector gwirfoddol yn cael ei rhagweld.
