Yr awdurdod cymwys
4.—(1) Yr Asiantaeth Safonau Bwyd yw’r awdurdod cymwys at ddibenion—
(a)Rhan 2 (tystysgrifau, tystysgrifau dros dro a thrwyddedau), oni phennir yn wahanol;
(b)cymeradwyo llociau ffrwyno yn unol â pharagraff 3 o Atodlen 3; ac
(c)mewn perthynas â lladd anifeiliaid mewn lladd-dy—
(i)cael ac asesu dogfennau, cofnodion neu wybodaeth yn unol ag Erthyglau 6(4), 9(1), 14(2) a 17(5);
(ii)cael ac asesu dogfennau, cofnodion neu wybodaeth arall yn unol â’r Rheoliad UE neu’r Rheoliadau hyn; a
(iii)gweithredu os digwydd unrhyw fethiant i gydymffurfio â’r Rheoliad UE neu’r Rheoliadau hyn, yn unol ag Erthygl 22(1).
(2) Fel arall, Gweinidogion Cymru yw’r awdurdod cymwys, a hwy sy’n gweithredu fel yr Aelod-wladwriaeth at ddibenion y Rheoliad UE a’r Rheoliadau hyn.
(3) Caiff Gweinidogion Cymru weithredu fel yr awdurdod cymwys mewn perthynas ag—
(a)atal dros dro neu ddirymu tystysgrifau, tystysgrifau dros dro neu drwyddedau o dan Ran 2; a
(b)penodi arolygwyr yn unol â rheoliad 34.
