Mae Gweinidogion Cymru yn gwneud y Rheoliadau canlynol drwy arfer y pwerau a roddwyd i’r Ysgrifennydd Gwladol gan adrannau 25(2) a 25(8) o Ddeddf Plant a Phobl Ifanc 1933(1) ac adrannau 37(3), 37(4), 37(5), 37(6), 39(3) a 39(5) o Ddeddf Plant a Phobl Ifanc 1963(2), ac a freiniwyd bellach ynddynt hwy(3).
