Mae Gweinidogion Cymru, drwy arfer y pwerau a roddir i Gynulliad Cenedlaethol Cymru gan adrannau 198(3) a 210(7) o Ddeddf Addysg 2002(1), ac sydd bellach yn arferadwy ganddynt hwy, yn gwneud y Rheoliadau a ganlyn:

2002 p. 32 a ddiwygiwyd gan O.S. 2010/1158. Cafodd y swyddogaethau a roddwyd i Gynulliad Cenedlaethol Cymru eu trosglwyddo i Weinidogion Cymru o dan baragraff 30 o Atodlen 11 i Ddeddf Llywodraeth Cymru 2006 (p. 32). Am y diffiniadau o “prescribed” a “regulations” gweler adran 212(1) o Ddeddf Addysg 2002.
