The Welsh Ministers, in exercise of the powers conferred on them by section 126A(2)(a) and (3) of the Government of Wales Act 2006(1), make the following Order.
In accordance with section 126A(6) of that Act the Welsh Ministers have consulted with the Treasury on the making of this Order.
1.—(1) The title of this Order is the Government of Wales Act 2006 (Budget Motions and Designated Bodies) (Amendment) Order 2023.
(2) This Order comes into force on 13 February 2023.
2.—(1) The Government of Wales Act 2006 (Budget Motions and Designated Bodies) Order 2018(2) is amended as follows.
(2) In the Schedule (Designated Bodies), at the appropriate places insert—
“Adnodd Cyfyngedig (company number 14227941)”
“Education Workforce Council” (3)
“Her Majesty’s Chief Inspector of Education and Training in Wales” (4)
“Qualifications Wales” (5).

This Order amends the Government of Wales Act 2006 (Budget Motions and Designated Bodies) Order 2018 (“the 2018 Order”). It inserts 4 additional bodies into the list of designated bodies contained within the Schedule to the 2018 Order.
The effect of this amendment is that the resources expected to be used by the bodies inserted in the Schedule by this Order may be included within a Budget motion.
The Welsh Ministers’ Code of Practice on the carrying out of Regulatory Impact Assessments was considered in relation to this Order. As a result, it was not considered necessary to carry out a regulatory impact assessment as to the likely costs and benefits of complying with this Order.
2006 c. 32; section 126A was inserted by section 44(1) and (2) of the Constitutional Reform and Governance Act 2010 (c. 25). Subsections (9) and (10) of section 126A were amended by the Senedd and Elections (Wales) Act 2020 (anaw 1), section 9 and Schedule 1, paragraphs 2(6)(a) and (b) respectively.

Established by section 8(1) of the Teaching and Higher Education Act 1998 (c. 30) as the General Teaching Council for Wales and renamed Education Workforce Council by section 2(1) of the Education (Wales) Act 2014 (anaw 5).
Established by section 5(1) of the Education (Schools) Act 1992 (c. 38) as Her Majesty’s Chief Inspector of Schools in Wales and renamed Her Majesty’s Chief Inspector of Education and Training in Wales by section 73(1) of the Learning and Skills Act 2000 (c. 21).
Established by section 2(1) of Qualifications Wales Act 2015 (anaw 5).
