Mae’r Rheoliadau hyn yn diwygio Rheoliadau Iechyd Planhigion etc. (Ffioedd) (Cymru) 2018 a Rheoliadau Iechyd Planhigion (Ffioedd) (Coedwigaeth) (Cymru) 2019.

Mae rheoliad 2(2) yn diwygio’r ffioedd am wiriadau dogfennol sy’n ymwneud â phlanhigion penodol, cynhyrchion planhigion penodol neu wrthrychau eraill penodol sy’n tarddu o un o Aelod-wladwriaethau’r UE, Liechtenstein neu’r Swistir. Mae hefyd yn darparu nad yw ffi yn daladwy am wiriadau ffisegol na gwiriadau adnabod sy’n ymwneud â nwyddau penodol o Aelod-wladwriaethau’r UE, Liechtenstein a’r Swistir ac yn darparu eithriadau i’r rheol honno.

Mae rheoliad 2(3) yn mewnosod tabl o blanhigion penodol, cynhyrchion planhigion penodol a gwrthrychau eraill penodol y mae’r ffioedd a ddiwygir gan reoliad 2(2) yn ymwneud â hwy. Mae’r tabl yn diweddaru ac yn cywiro’r ffioedd arolygu mewnforio ar gyfer Solanum lycopersicum o Morocco a’r Ynysoedd Dedwydd.

Mae rheoliad 3 yn diwygio Rheoliadau Iechyd Planhigion (Ffioedd) (Coedwigaeth) (Cymru) 2019. Mae paragraff (2) yn cywiro’r math o arolygiad y gellir codi ffi amdano o dan y Rheoliadau hynny.

Ystyriwyd Cod Ymarfer Gweinidogion Cymru ar gynnal Asesiadau Effaith Rheoleiddiol mewn perthynas âʼr Rheoliadau hyn. O ganlyniad, lluniwyd asesiad effaith rheoleiddiol oʼr costau aʼr manteision syʼn debygol o ddeillio o gydymffurfio âʼr Rheoliadau hyn. Gellir cael copi oddi wrth: Llywodraeth Cymru, Parc Cathays, Caerdydd, CF10 3NQ ac mae wedi ei gyhoeddi ar www.llyw.cymru.
