Mae'r Gorchymyn hwn yn rhestru enw pob corff nad yw'n gorff sy'n cael ei gydnabod o fewn adran 216(4) o Ddeddf Diwygio Addysg 1988, ond sy'n gorff y mae'n ymddangos i Weinidogion Cymru ei fod naill ai —

a) yn darparu cwrs sy'n arwain at radd i'w rhoi gan gorff cydnabyddedig o'r fath ac a gymeradwyir gan neu ar ran y corff hwnnw; neu

b) yn un o golegau, ysgolion, neu neuaddau cyfansoddol prifysgol sy'n gorff cydnabyddedig o'r fath neu'n sefydliad arall sy'n perthyn i brifysgol sy'n gorff cydnabyddedig o'r fath.

Ystyr “cyrff cydnabyddedig” yw prifysgolion, colegau neu gyrff eraill a awdurdodir gan Siarter Frenhinol neu gan neu o dan Ddeddf Seneddol i roi graddau, a chyrff eraill y mae'r cyrff hynny'n caniatáu iddynt am y tro weithredu ar eu rhan wrth roi graddau.

Mae'r Gorchymyn yn diweddaru ac yn disodli'r rhestr o gyrff a geir yng Ngorchymyn Addysg (Cyrff sy'n Cael eu Rhestru) (Cymru) 2004 (O.S. 2004/3095), fel y'i diwygir gan Orchymyn Addysg (Cyrff sy'n Cael eu Rhestru) (Cymru) (Diwygio) 2005. Mae'r Gorchymyn hwn yn dirymu Gorchymyn 2004 a Gorchymyn 2005.

Mae Rhan 1 o'r Atodlen i'r Gorchymyn hwn yn rhestru pob un o'r cyrff hynny y mae'n ymddangos i Weinidogion Cymru eu bod yn darparu cyrsiau sy'n arwain at radd, p'un ai'n gyffredinol, fel a restrir yn adran 1, neu mewn cysylltiad â gradd sylfaen yn unig, fel a restrir yn adran 2. Mae Rhan 2 o'r Atodlen yn rhestru pob un o'r cyrff hynny y mae'n ymddangos i Weinidogion Cymru eu bod yn golegau, yn ysgolion, neu'n neuaddau cyfansoddol prifysgol neu'n sefydliadau eraill sy'n perthyn i brifysgol.

Hepgorir o'r Atodlen i'r Gorchymyn hwn nifer o gyrff a restrwyd mewn Gorchmynion blaenorol ond nad ydynt bellach yn darparu cyrsiau a gymeradwyir gan neu ar ran corff cydnabyddedig. Mae'r Atodlen yn cynnwys cyrff na chawsant eu rhestru mewn Gorchmynion blaenorol ond sydd bellach yn darparu cyrsiau a gymeradwyir gan neu ar ran corff cydnabyddedig ac mae'n ymgorffori mân ddiwygiadau eraill a newidiadau i enwau. Mae'r Atodlen yn adlewyrchu'r ffaith bod Prifysgol Cymru o fod yn sefydliad ffederal wedi'i hailstrwythuro'n sefydliad heb fod yn un ffederal, sy'n golygu nad oes ganddi mwyach aelodau cyfansoddol ar y rhestr a geir yn Rhan 2 o'r Atodlen.
