Mae Gweinidogion Cymru, drwy arfer y pwerau a roddir gan adrannau 9(1)(a), 11(2) a (3), 12(1), 45(1), 54, 83(4) a (5), 140(7) ac (8) a 142(5) o Ddeddf Mabwysiadu a Phlant 2002(2) ac adrannau 174(7) a 196(2) o Ddeddf Gwasanaethau Cymdeithasol a Llesiant (Cymru) 2014(3), yn gwneud y Rheoliadau a ganlyn:

Diwygiwyd adran 12 gan adran 57 o Ddeddf Plant 2004 (p. 31) a chan adran 34 o Ddeddf Plant a Phobl Ifanc 2008 (p. 23).
