The Scottish Ministers, having received an application from the City of Glasgow Council under paragraphs 1(1)(d) and 2(1)(c) of Schedule 3 to the Road Traffic Act 1991(1) and having consulted the Chief Constable of Strathclyde Police in accordance with paragraphs 1(3) and 2(3) of that Schedule, in exercise of the powers conferred by paragraphs 1(1), 2(1) and 3(3) of Schedule 3 to the said Act and of all other powers enabling them in that behalf, hereby make the following Order:
1. This Order may be cited as the Road Traffic (Permitted Parking Area and Special Parking Area) (City of Glasgow) Designation Amendment Order 2002 and shall come into force on 17th May 2002.
2. Paragraph 1(3) of Schedule 2 of the Road Traffic (Permitted Parking Area and Special Parking Area) (City of Glasgow) Designation Order 1999(2) shall be omitted and there shall be substituted:
“In subsection (2)–
(a)the words “For the purposes of this Part of this Act”; and
(b)paragraphs (a)(i), (b) and (c) shall be omitted.”

This Order amends the Road Traffic (Permitted Parking Area and Special Parking Area) (City of Glasgow) Designation Order 1999 by making a further modification to the provisions of the Road Traffic Act 1991. The effect of the modification is to make further provision with regard to when a penalty charge is payable.
1991 c. 40; paragraphs 1(1) and 2(1) of Schedule 3 were amended by the Local Government etc. (Scotland) Act 1994 (c. 39), Schedule 13, paragraph 171. The functions of the Secretary of State under that Schedule were transferred to the Scottish Ministers by virtue of section 53 of the Scotland Act 1998 (c. 46).
