The Secretary of State for Transport, in exercise of the powers conferred by sections 22(1)(c) and (d), (1B), (2) and (2A), 57(1) and 59(2)(a) of, and paragraph 24 of Schedule 2 to, the Vehicle Excise and Registration Act 1994(1), and of all other powers enabling him in that behalf, hereby makes the following Regulations:

1994 c. 22; in section 22 subsection (1)(d) was amended by the Finance Act 1996 (c. 8) Schedule 2, paragraph 4; subsection (1B) was inserted by the Finance Act 1995 (c. 4) Schedule 4, paragraph 34 and amended by the Finance Act 1996, Schedule 2, paragraphs 4 and 5 and Schedule 41, Part II(6); subsection (2A) was inserted by the Finance (No. 2) Act 1997 (c. 58) section 14(3).
