Drwy arfer y pwerau a roddwyd i Weinidogion y Goron gan adrannau 66(1), 68(1) ac (1A), 69(1), 74A ac 84 o Ddeddf Amaethyddiaeth 1970(1), sydd bellach yn arferadwy yng Nghymru gan Gynulliad Cenedlaethol Cymru(2), ac ar ôl ymgynghori yn unol â gofynion adran 84(1) o'r Ddeddf honno â'r personau neu'r cyrff y mae'n ymddangos eu bod yn cynrychioli'r buddiannau o dan sylw, a chan ei fod wedi'i ddynodi(3) at ddibenion adran 2(2) o Ddeddf y Cymunedau Ewropeaidd 1972(4)) mewn perthynas â pholisi amaethyddol cyffredin y Gymuned, drwy arfer y pwerau a roddwyd iddo gan yr adran 2(2)(5) a enwyd (i'r graddau na all y Rheoliadau hyn gael eu gwneud o dan y pwerau yn Neddf Amaethyddiaeth 1970 a bennir uchod), mae Cynulliad Cenedlaethol Cymru yn gwneud y Rheoliadau canlynol:
