(Nid yw'r nodyn hwn yn rhan o'r Rheoliadau)

1.  Mae'r Rheoliadau hyn, sy'n gymwys i Gymru yn unig ac yn dod i rym ar 3 Tachwedd 2001, yn diwygio Rheoliadau Porthiant (Cymru) 2001 a Rheoliadau Porthiant (Gorfodi) 1999 i'r graddau y maent yn gymwys i Gymru.

2.  Mae'r Rheoliadau'n gweithredu —

(a)Penderfyniad y Comisiwn 2000/285/EC sy'n diwygio Penderfyniad 91/516/EC a sefydlodd restr o gynhwysion y gwaherddir eu defnyddio mewn porthiant (OJ Rhif L94, 14.4.2000, t. 43), a

(b)Cyfarwyddeb 2000/16/EC y Senedd Ewropeaidd a'r Cyngor sy'n diwygio Cyfarwyddeb 79/373/EC ynghylch marchnata porthiant cyfansawdd (OJ Rhif L105, 3.5.2000, t. 36), a

(c)Cyfarwyddeb y Cyngor 96/25/EC ynghylch cylchrededg deunyddiau porthiant (OJ Rhif 125, 23.5.1996, t.35).

3.  Mae'r Rheoliadau —

(a)yn diwygio mesurau ynghylch marchnata porthiant cyfansawdd a chylchredeg deunyddiau porthiant (rheoliad 6);

(b)yn diwygio mesurau ynghylch rheoli porthiant cyfansawdd er mwyn gwahardd defnyddio deunydd o brosesau trin gwastraff (rheoliad 10);

(c)yn ychwanegu'r tri Rheoliad Comisiwn newydd (sy'n gymwysadwy yn uniongyrchol) a bennir isod at y rhestr a geir yn Rhan IX o Atodlen 3 i Reoliadau Porthiant (Cymru) 2001 (rheoliad 14). Dyma Reoliadau newydd y Comisiwn —

(ch)yn gwneud mân ddiwygiadau teipograffyddol ac amryw o ddiwygiadau eraill i'r ddeddfwriaeth sydd eisoes yn bodoli.

4.  Mae arfarniad rheoliadol ar gyfer y Rheoliadau hyn wedi'i baratoi yn unol ag adran 65 o Ddeddf Llywodraeth Cymru 1998 ac wedi'i osod yn llyfrgell Cynulliad Cenedlaethol Cymru. Gellir cael copïau oddi wrth yr Asiantaeth Safonau Bwyd, Llawr 1, Southgate House, Caerdydd CF10 1EW.
