Penodi cyd-bwyllgorau gan Gyngor
16.—(1) Mae rheoliad 21 (penodi cyd-bwyllgorau gan gyngor) o’r prif Reoliadau wedi ei ddiwygio fel a ganlyn.
(2) Yn lle paragraff (2) rhodder—
“(2) Pan fo Cynghorau’n penodi cyd-bwyllgor, rhaid i bwyllgorau gweithredol pob Cyngor o’r fath sy’n penodi benderfynu gyda’i gilydd gyfansoddiad a rheolau sefydlog y cyd-bwyllgor a benodir o dan y rheoliad hwn, a dim ond gyda chymeradwyaeth y pwyllgorau gweithredol hynny y caniateir eu hamrywio neu eu dirymu.”
