Cofrestru prynwyr pysgod
7.—(1) At ddibenion Erthygl 22(2)(b) o'r Rheoliad CFP caiff unrhyw berson wneud cais i'r Cynulliad Cenedlaethol i'w gofrestru'n brynwr pysgod, gan ddefnyddio'r ffurflen a ragnodir gan y Cynulliad Cenedlaethol.
(2) Rhaid i gais i gofrestru'n brynwr pysgod gynnwys datganiad ynglŷn â'r cyfleusterau a'r dulliau arfaethedig y bwriada'r ymgeisydd eu defnyddio a'r man lle mae'r ymgeisydd yn bwriadu cadw'r cofnodion gwerthu pysgod gwerthiant cyntaf.
(3) Wrth ystyried cais rhaid i'r Cynulliad Cenedlaethol ystyried a yw'r datganiad ynglŷn â dulliau gweithredu arfaethedig yr ymgeisydd, a'r man lle mae'r ymgeisydd yn bwriadu cadw'r cofnodion prynu pysgod gwerthiant cyntaf yn gyfryw ag y byddant o gymorth i gydymffurfio gydag Erthygl 9, Erthygl 22 y Rheoliad CFP a'r Rheoliadau hyn.
(4) Rhaid i'r Cynulliad Cenedlaethol hysbysu ymgeisydd yn ysgrifenedig o'i benderfyniad ynglŷn â chais a wnaed iddo'n unol â'r rheoliad hwn.
(5) Pan fo'r Cynulliad Cenedlaethol yn cymeradwyo cofrestriad bydd yn ddarostyngedig i Atodlen 3 ac yn gorfod pennu'r amodau a restrir ynddi.
(6) Rhaid i'r Cynulliad Cenedlaethol gyhoeddi rhestr o brynwyr pysgod cofrestredig yn ôl fel y gwêl yn dda.
(7) Gellir atal cofrestriad prynwr pysgod, pan fo'r Cynulliad Cenedlaethol o'r farn nad yw'r prynwr pysgod cofrestredig wedi–
(a)cydymffurfio ag amod cofrestru; neu,
(b)cynnal busnes mewn modd sy'n cydymffurfio gyda gofynion Erthygl 9, Erthygl 22 o'r Rheoliad CFP neu'r Rheoliadau hyn.
(8) Bydd unrhyw berson sy'n gwneud datganiad ffug yn ymwybodol neu'n fyrbwyll at ddibenion cais o dan y rheoliad hwn yn euog o drosedd.
(9) Bydd unrhyw brynwr pysgod sy'n gwrthod cydymffurfio ag amod cofrestru'n euog o drosedd.
